Backless Booster car seats are no longer allowed in the UK, it is the opinion of the government that backless car seats offer less protection in a collision.  They are only suited for children who weight more than 22kg, or are taller than 125cm  Many people do not know that a child must use a car seat until they are 12 years old, or 135 cm tall which ever comes first.
